Why is U.S. Unemployment at 9.5%

For the first time in 26 years, the U.S. unemployment rate has reached 9.5 percent. The rate has gone up two (2) points in four (4) months. This is the fastest gain in the history of the United States. Why is this happening?

Businesses trim non-essential labor when the government increases taxes or removes business incentives.
